Additionally, the reporting page should maybe have this link as a sticky at the top? Like an explanation thing. Or maybe a tooltip sort of thing, the way +rep has one. So if people hover their mouse over the report tools, a tooltip will appear telling them what the report system is?

You need to log in before commenting.
The report system is something all Moderator and Admin rank users can access to track reports that users make. All Moderator and Admin rank users have a notification in their toolbar, similar to the pm notification you have, that will pop up when there's a new report and allows them to browse old reports.
When you report something the comment / guide etc that you reported is automatically linked in your report. Mods / Admins can then investigate the comment or page that was reported and take action where appropriate.
If you are debating whether or not to report just do it! Mods and Admins will have a better understanding of the rules, and it is our job to determine whether or not a user is breaking the rules. Simply reporting someone won't get them in trouble unless they are actually breaking the rules, and may help give us an early warning if an argument is getting out control etc.
How Do I Report Someone?

Reporting Comments (Forum, Blog, Guides, etc) / Threads
The report button for forum comments is located in the top left of the individual comment, to the right of the name and time the comment was posted. For guide and Q&A comments, it is at the top left. Look for "Report" written in blue text. If you want to report a thread just report the first post of that thread or a comment that you feel is breaking the rules of the thread.

What If I Can't Report a Specific Page?
There are a few pages and areas that are not report linkable / have no report button. An example of this would be member profiles and signatures. If you cannot find a report button for a specific page / area just report something (comment, guide, anything) by the user and explain in the report what exactly you're reporting. It would also be helpful to link the specific page in the report if you can.
