Try not to buy runes till your level 20, because tier 1 and 2 runes suck, when it comes to bots they will play really passive so don't take them to 30% health unless you know you can kill them they will always go back to base and recharge once they get to around 20% HP.
Working on your minion score CS, will also help all aspects of your gameplay.
Also only use ignite to secure a kill not take their helth down, only use ingnite when you know it will kill them

Ashe is a good AD Carry to get started with and jhoijhoi really is just the authority on all things Ashe it seems. If you practice and stick to the guide, you should do fine without having to buy tier 1 or 2 runes. Its also a good idea to perfect the art of last hitting minions so you can rack up gold faster.

Ashe is a good champion to start out with. Her gameplay can teach you the basics of the game and a couple of the things you need to know. It's good that you're getting a decent amount of minion kills per game. Keep trying to last hit the minions because the gold that it gives you will help you buy your items, allowing you to deal more damage.
As for runes and masteries, you could buy a couple tier 1/2 runes, but the best ones are the tier 3 runes that you should be saving up for. You can follow the masteries used in the guide, and as you become more experienced, you'll probably be able to understand why to put those points into that certain mastery.
Don't worry that you're not amazing yet. Everyone takes time to get to a good skill level. Just keep practicing and you'll be there soon! Best of luck.

yeah one more thing to say about Ashe I have played over 70 some games with Ashe and I suck with her, but she is still one of my favorites, she goes weill with just about any team comp so she is one of the best to know and play :P
