To put some 'viability' behind it, I've seen it successful at Gold-level, and I hear it's also been done by Zekent with success. Whilst Zekent isn't a 'solid LCS-level' player, he's certainly no Bronze scrub. Having said this, although I've heard about it, I haven't found any recorded gameplay.
And Zekent wins with the most ridiculous **** in the world, so it's not completely a testimony to the viability of ADC
No pro player has ever sworn by ADC
But that's enough about that. I don't like the guide, so I'm just gonna -1.
Not bronze 6 scrubs like yourself that are just "theory crafting challenger guides".
EDIT: Just realized you're level 18. Why are you trying to argue with level 30's (some of which are platinum)? Honestly..

I've seen my auto-attacks do +30, then +31, +32 etc if I were do delay it. It's not Green = X, Red = Y.
I just tested it. Starting with a Lv1 Thresh with my AD Crit masteries and Support Pen runes, I started the game with 63 AD and some hybrid penetration. I only attacked melee minions to keep resistances constant. No souls were absorbed in this time frame.
Red = 63 + 50 (79.365%)
Yellow = 63 + 35 (55.556%)
Green = 63 + 22 (34.921%)
Blue = 63 + 7 (11.111%)
Meaning the buff icon means 14%, 45%, 70%, and 100% of the current damage in power according to my numbers.
HOWEVER, I assume that if damage accumulated dynamically, this merely means that it turns blue at 0%, green at 25%, yellow at 50%, and red at 100%. I actually didn't see an orange, but yellow took a little longer than the others to get to the next stage, so it's possible that the change in shade is so small that I can't read it (and thus, orange would be 75%).
Meaning it's still better in the end to build a normal carry who has steroids to supplement with on top of items. If you do even 10% bonus AD each AA, that only equates to 10% atkspd in terms of DPS; meaning unless they have a

Tl;dr: Just try it? Or youtube it to see Flay working every auto? It's one of those things that—as silly as this sounds—I can't be too wrong about. Because if Flay didn't proc every hit for extra % of damage, there's no way I would compete with ADCs in fights. But I do.
Btw just said the thing bout bruiser thresh to clarify to any randomers that thresh can be useful outside of support.
