Garen is tankyness first, then damage, as he has earlygame enough damage. Sunfire Aegis is his best but. But Garen never needs Spellvamp, best Quints for him are either AD, Armorpen or MS.
And if they kite and go on Garen, that is wonderfull, because all Garen wants lategame is attraction, as he isn't that strong then anymore.

Why take sustain and get a weaker lane when you can just go damage and get a stronger lane presence?
Garen can't just built damage lol. He gets kited + peeled way too hard.
