I have a simple answer taken out of the very valuable book 'Prison School':
From the beginning of time, men used to run on all four.
What they saw in front of them was the ***, thus the desire for *** is stronger than tits.
After he started to run on 2 legs, he could not see the *** anymore. The tits were made so he has a similar shape in range to look at.
Simple as it gets.
