I'd say worse. Ryze was building it for the CDR not the other stats.

I'd say better. You finish it a little later but it's a stronger late game item. Ryze is a late game champion. For 425 gold you get 200 more health, 10 more MR and 20 hp5. I'd say that's worth a slight delay on that extra 10% CDR.
