If this was implemented they would also need to make a separate system for Champions like
Karma :) It's not hard to know when you can level an ability, and a player with mediocre or higher knowledge of the game would know it.

No. That shows how long the Summoner has played the game. My point is a reason for making this "easier" is for newbies to be able to figure it out. Making builds/guides shouldn't be restricted to those who set themselves into the mechanics of the game, and thus have played the game for a long time. Then again, you might say, if they don't know about the Skill Sequence they shouldn't add it to the guide at all, but then it wouldn't be a guide...
Even people new to the game and new to LoL should be able to post their ideas for their favorite Champion in the game. Remember: The fact that you don't know these rules about the Skill Sequence, doesn't mean you're ******ed. It simply means you may not have played the game as long, or haven't taken notice of these kinds of things :S

Well, unfortunately some people follow builds blindly instead of adopting or adapting the guide.
Regarding new players making guides, I don't think many new players make guides, and if they do, they are pretty quick learners.

Well, IMO new players can be everything from lvl 5-ish to the 15 or so. That means they have already played quite some games, and I for one at this level had become pretty familiar with the different items and their abilities, as well as what each Champ is capable of. I do believe, even though I might not have known the "rules" of the skill sequence, I could still be able to post something on my favorite champion at that time, which I believe was Rammus.(As it still is - He was free the week when I started)

I've been making a few drafts and one guide so far, and I really do find that the Skill Sequence area of Guide creating is rather poor. I think it would be awesome, and a great asset to the "Create Build/Guide" tool, if the Skill Sequence area of this tool knew when it was possible to level which skill. I've seen quite a few people making guides with an impossible skilling sequence, and those guides tend to get a lot of negative votes because of this. I think that is kind of sad in the way, that it should also be possible for a noob to LoL to come with ideas for ways to play Champions. If "noobs" do get an actual idea for a way to play a champ they tried for some time, and yet don't have the basic knowledge of fx the fact that you can't level a skill to it's max before lvl 9, I think it's quite a waste, since even a lvl 10 could actually come up with something usefull for whatever champion they tried out who might have been free that week.
My point being: I think it's unfair to judge people who come with ideas for builds, to be rage-downvoted simply because they are not as familiar with the game mechanics as many others.

Ideas for the Skill Sequence on Mobafire:
Well, basically it should be chosen kind of like in the game, however obviously with the description visible as it currently is.
All it would need, would be for it to be able to know simole things like the fact that the 4th skill(Ultimate) is only chooseable at lvl 6, 11 and 16, and the fact that the fastest way to level a skill is to pick it every other time until lvl 9, and from there you can pretty much pick anything you want.
So actually it would thus only be 2 "facts" that would be needed to be implemented to the Skill Sequence part of the Guide Creator.
