If a Skarner goes top, he should build AP anyway, as his whole kit scales with AP and at top lane, he can get pretty good sustain out of it with Ixtal's Impact. His only problem is mana, for which enough items like Crystalline Flask, Mana Potion or even a cheap Chalice of Harmony exist. His first item would be also most of the time Iceborn Gauntlet, which gives 500 mana anyway.
