I find a good Sona player will just poke you and your carry all day. Unless you can force an early engage your health will drop so low that it is a risk to go all-in and you are paralysed in lane. It is a skill match-up but for Leona this match-up is a ticking time bomb I think, you have to find an engage before Sona wins the poke war and this is not a situation I favour. At level 6 Sona's flash-crescendo is arguably stronger than Leona's solar flare and if they go all in your carry will often get burst down first.
RE:
1. Ignite is a risk because ignite will either win you the first trade and help you snowball or it won't, and then you will struggle to win all future trades because you no longer have the damage. Whereas exhaust has both defensive and offensive options which keeps it relevant regardless of how the lane is going. I also think exhaust scales much better into the late game and helps you peel in the final team fights when assassins are diving your carry.
2. I don't agree with any of this. Gold = more wards which is ultimately what saves your life bot lane. I take magic pen for the early damage since most ADC run with MR quints and I plan to get my Kage for AP. Leona has no problem with movement cause of her gap closer / stun combo and she does not need more armour thanks to her eclipse.
3. Yes, i will fix this.
4. In soloQ I do not the early vision control does not buy you enough since you have no coordination with your jungler and you need to give yourself the best chance to carry the game. For this reason I go for the early gold and kill potential with philo and kage. Many pro players recommend philo start in soloQ.
5. Mid to Late game these boots offer decent defensive stats at a low price without taking up further space in your inventory which you need for wards. They are a good option when the game reaches a phase where you are grouped up and don't need to roam so much and have spare gold.
6. Kage is the focus of my build, if you don't like this item then this build is clearly not for you! :)
7. Again, this is a soloQ build. Sunfires helps you farm on those times when you need to push a lane. In ranked 5 you would make sure farm goes where it is needed, in soloQ you will often need to push lanes as support and this helps you do that. Also, if you don't buy gold items and you don't run gold runes then where exactly do you get the money for Raduins or Warmogs?! :D Are these 60 minute games? Sunfires is considerably cheaper and more attainable than these items.

1. Leona's an aggressive support and is all about wrecking in the early game. This is why you want to take Ignite along with Flash. Obviously not in every game but it should be your prefered spell only taking Exhaust in a few other situations. These being when playing against AS based champions such as Tryndamere, Vayne. When playing against High-Burst assassins such as Zed and when playing an unfavorable match-up.
2. Gold quints aren't needed. You're better off with either taking 3 HP quints or 3 Movement Speed quints. You should take Armor Marks instead of Magic Pen.
3. You should expand your cheat-sheet. Add Starter Items, Early game and Alternatives.
4. There's no reason to delay your sightstone so much. The proper way to build Leona is to start with 3 sight wards, a vision ward and potions right away into Sightstone. After which you can get EoV or Philo - depending on what you want to build afterwards. Your core should be Ruby Sightstone > Boots of Mobility > Shurelyas/Solari + Oracles.
5. It isn't necessary to sell your Mobility boots for Merc's or Tabis. You have a lot of defense but low movement speed.
6. You shouldn't be getting Kage's Lucky Pick on Leona or on any other support really (with the exception of Zyra and some unconventionals) and you shouldn't get Rylai's ever either. If you want to go for damage don't play Leona :P
7. Shouldn't get Sunfire's. The closest thing to a luxury item for Leona should be Randuin's Omen or Warmogs.
8. No point in starting Rej Bead. It's bad. Don't do it. Start wards and pots and rush a sightstone. No point in rushing philo. Just stahp people. Get with the program. The only people who actually start Faerie charm or Rej Bead are the ones who haven't played since season 2 and are working towards getting a Heart of Gold.
And don't use mpen reds. You pick Leona for the CC. A small increase in defense is much better than a small increase in damage (which becomes irrelevant after very early game).

I start with my E for the chase potential, Q is a good stun but E lets you team chase which I find is more useful in an invade situation and helps you secure the kill. I also like E because the E + W combo lets me trade damage at level 2. Otherwise I would either have to lose my E (and run into the fight) or lose my W (and take too much damage) in exchange for Q.

MPen + Kage = decent early game damage against squishy targets, that's why I pick them up. As I say, this is a solo Q build so you are giving up some early game vision control in exchange for better scaling. With Runes+Kage+Philo you can often have more gold than the jungler early game which provides a massive boost going into the mid game.
