^ The idea behind keeping it in D1 is that it's necessary to prevent too many people from reaching Challenger.
On that note, they're increasing the number of spots in Challenger to 200, so that should help.

Yes but your MMR has to be an entire tier below the division you're in, which is practically impossible unless you intentionally feed.

At least that way you CAN get demoted, and it would take a lot more than just an unlucky loss streak to get you demoted.
