we are talking about top lane nunu though, which is what i think nickname suggested so i dont think he can do any of his counterjungling stuff from there
plus the new jungle changes make it so counterjungling isnt as destructive as it was before so its still easy to bounce back after you get a buff stolen or something, and a lot of the current junglers can kill nunu too

The sense of top lane Nunu & Willump is to deny the enemy so hard so he can't get back into the game. Later in the game, you will be in front of your carry anyway and defend him against others and with your high damage Ice Blast, it isn't that hard to do.

Correct, but with the gold you can use him to counterbuild your enemy with items like
Frozen Heart and this way hurt the enemy team, mainly the AD Carry, more. And it ist still better to have a second support than a bruiser with 0 damage and tankyness, in which Nunu & Willump transforms his enemies.

Why would you pick Sejuani top lane as opposed to Nunu & Willump? O.o It's like hit a minions, get a free Ice Blast, Consume a minion, rinse and repeat until opponent dies or recalls.

All his strengths come before team fights even happen though. His counter-jungling and pushing power when coupled with an AD-whatever to take down turrets fast, if done right, is insanely powerful and essentially puts everyone ahead and the other team behind (especially the jungler), so yes, his team fighting isn't the best, but he can make them a whole lot easier for your team.
Granted, if he can't do his thing, he is almost useless.
