Ignite/ Teleport - passable, but not recommended.

Runes - Random.

Masteries - 1 random point in Meditation . Honestly, you'd be better off going 30 offence, but even that's stupid in itself.

Items - saw Runaan's Hurricane.

Skill Sequence - I'll be damned if you can put 6 points into E.

runes masteries summoner spells items no coding i didn't read the text but i am sure that there are more reasons in it.

don't listen to the scrubs, your guide is great :D you should put some more masterie points in offense though.

Personally i would not put the points in AS in the Masteries, I would take the 4, drop two into meditation and drop the other two into Recovery or Block. Less damage = more kills, more life regen = more sustain, more mana = more ppppppppp-poke. Also the AS seals are not worth it, I'd suggest swamping them out for armour, the CD glyphs are not worth it, get armour or MR, as for the marks; simply go straight Armour pen. Your passive doesn't need help, but if you're going up against a heavy armour top, you'll need more armour pen. This may sound stupid, but i would drop the deathcap and pick up a deathfire, or if you want more sustain in your lane and while in fights pick up a Bloodthirster. I know this is an AP teemo guide but the BT will help a lot.

Uhm yeah teemo isn't that good but I know how to build him (play him quite often for the lols), and your item choices are by far not optimal for any playstyle
