On topic: I think the stylistic smudging is really cool and well blended with the render. I'd never be able to make something as cool. Do you have a tutorial that you followed, or was it just playing around with smudging?

I'm familiar with both programs (Haven't used GIMP in forever though) but I do remember there was an option that I use in photoshop that isn't available on GIMP, its called "Apply Image" and its where you take all of the previous layers and merge them onto one layer, without deleting the other ones.

Thanks for all the comments, and yes it is the Liquify tool, I love using that filter.
