You can probably get pretty high in ranked without jungling if you start off in Silver/High Bronze. As for Gragas in laning, I think its just back to spamming your W religiously, and harassing with your Q-E combo. Both skills are incredibly strong.

You don't need to learn jungle at all if you don't want to. You can always dodge. It also depends on how bad you are as a jungler and how good you are in other roles.
As for fatman laning, depends on matchup. Generally, you want to sustain through W without taking too much poke, poke them back with Q and try to all-in (depending on who it is) at lv 3~4. If you don't get the kill you most likely will get them out of lane. I try to use Q as much as possible for poke to zone people out and get CS last hitting. If you are being zoned on the other hand, like against
Ziggs, Q is your main farming tool.

Because gragas is a melee champion, he will definitely get beat up a little by ranged heroes whenever he tries to CS - especially early game (levels 1-3), when gragas' barrel can't wave clear very quickly. Thankfully,

The most important thing to abuse when laning as gragas, is the absurdly long casting range on your Q. This makes Gragas Notorious to play against, because if you are good at reading your opponent, you can

Body Slam away, before your opponent can even have a chance to retaliate.
Also, your
Explosive Cask is really strong right now. Abuse it before he gets nerfed. Ask for your jungler to gank when you hit level 6. If you're pitted against a champion who may not have an easy gap closer, you can easily secure a kill at level 6 with a
Flash +
Explosive Casking your opponent away from tower.

I've been playing Gragas more in the jungle than lane, but the general idea with laning Gragas is the same as most melee mid champions. Only difference is that Gragas has much better sustaining through laning because of W. Just keep farming what you can until you hit your power spike and then try to force them out of lane with an all in, if not kill them outright.
With Double Dorans Ring and maybe even a Chalice of Harmony against AP mids, you are pretty much impossible to push out of lane, provided that you aren't that far behind.
So to keep it brief:
If you want to play safe, last hit with auto attacks if you can, Q if you can't. All in at 4-6.
I think it's possible to omit Armor Seals for Mana Regen Seals (but don't quote me on that) since you have damage reduction with W so you can pretty much spam Q indefinitely, though I wouldn't recommend it.
A more risky play would be to zone with Q, last hit with auto attacks and avoid damage with W and E. I've seen some laners also play aggressively by using W then E to attack the enemy, zone them away and then last hit with auto attacks.
I've tried all of the above, but it just seems that Gragas is really hard to kill without jungle pressure. I've rarely lost lane and even when I do, I switch to playing defensively and end up out farming other champions who aren't dedicated wave clearers themselves. I'd say that I have trouble against Ziggs the most. His laning pressure as well as global pressure is really difficult to deal with unless you own him in lane.
