Wasn't that the problem that caused HoN to die out? From what my friend's telling me, i'm getting the vibe that each champion in HoN was imba in their own way, to the point where games we just simply not fun to play
EDIT: It just doesn't feel right to counter an OP champion, with creating n more champions that match that champion's level of OP. That whole idea is a positive feedback reaction, and runs the risk of spiraling out of control

Toshabi's reasoning has some points. Per example, botlane "balancing" ever since Corki re-nerf has been one nerf after the other, always allowing a new champ to rise because the one stiffling that champ's potential got out of the way. If instead they attempted to give some quality of life buffs to other adc's they might've increased the dynamics of botlane picks instead of simply replacing one "op" with another.
I'm not saying there aren't cases where the champ itself has broken numbers, but there are times when the issue is not the champ being too strong, is that those who had the potential to stop that champ (and would still get countered by other champs in the pool) are often too busy with the broken arms Riot gave them.

What caused HoN to die was its outdated look and overall feel. That and the makers jumped shipped to dedicate more time to LoL. HoN's advertisement was also pretty wishy washy as well.
I'm not one to say no to hitting ratios /lightly/. But the main focus should be to improve other champions so that they can always be an alternative to what their role was dedicated for. There will always be a creame o le crope champion. That's how it is in DoTA 2 as well, but what DoTA 2 does what LoL doesn't is when rebalancing happens, they're hardly noticeable to players who know how to play that hero, mainly because where they take, they also give. Invoker and Slark were the two most noticable heroes who had such re-balancing happen with them, whether it be in tweaked abilities or just different damage changes. Then again, it does help to know what you're doing and to actually understand your game (which seems to be where LoL falls short).
Riot has a proven track record (which is still current) on terrible character reworks and terrible nerfs/buffs. They even dropped the ball with item additions (which is amusing, seeing how minimal our item changes were this season. Even then LOL relic shield).

They already stated that regarding balance they use OP to counter OP (like DOTA does) but even while the system could work, Riot doesn't follow through with it and screws up.
Starting with BS like trying to balance every champ seperately for the other game mods, achieving nothing in the end.

That being said, I'd rather see champs become stronger than to have them wither away for months. Better a FOTM champ that's bannable than a champ that's completely unusable.
Idk. I get your reasoning behind that, but quite frankly, I think if riot just lets champions be, there will kinda be a repeat of season 3, where a champion
