Resistance is worth 40, 70, 100 gold.
As I mentioned earlier, Perseverance is worth ~20, 40, 60 gold. So on the surface, this could be a good change to make.
However, Perseverance scales with level, while Resistance is flat.
You break even between these two masteries (assuming 70% health) at level 6.
No items:
Levels 1-6 > Resistance
Levels 7-18 > Perseverance
Doran's Shield:
Levels 1-5 > Resistance
Levels 6-18 > Perseverance
Ruby Crystal:
Levels 1-4 > Resistance

Perseverance is still good because of fact its good in lane pretty simple runes and masteries have always been about early game power not scaling. It plus recovery will give you trading power lets look at your other choices... Oppression a meh skill for me only a decent point on few champs. Swiftness which i think is actually a pretty good one but its situational if there team has a **** loud of slows it might be good. Reinforced armor a good late game point but like i said in past its not good imo all runes/ masteries for most part should be all early game thats where league is decided especially in solo que at least for me i usually find one steam takes huge lead in games and wins. I could be wrong i just prefer it overall.
Oppression
(especially on someone Thresh) is all about who your lane mate is. If you've got a Vayne, it's not going to be doing a whole lot for you. If you've got an Ashe though, definitely worth taking 3% effective health. If your entire team have slows, say a mid Orianna, jungle Evelynn, top Trundle, most definitely worth the point. (I don't know if that team is valid or not, I just picked some champions at random. You get the point.)
Reinforced Armor I believe to be good, though I have not done any math.
Whether or not this entire page is optimized, this is what I use when I play Thresh or Leona: 5/21/4

I think Oppression is strong on anyone with consistent slows. Reinforced Armor is good but too situational imo.

If you switch Reinforced Armor to Oppression then you can also get one point in Resistance instead of Hardiness (Yay. Efficiency). Also I'd get the Phasewalker , it seems a lot better than Scout .
For me, it's pretty standard to get at least 17 points in utility for
Bandit
and all the other gold masteries.
With other supports, you might get away without them, but as support Thresh, you have little to no solid gold gain without stealing from your partner.
The rest of the points could very well go anywhere and depends on your building preferences, but the defense tree is recommended.

I think Perseverance is better than resistance. The extra bit of defense won't help you a heck of a lot in lane imo. Sure, you might take a little extra damage from an AP heavy support, but it's certainly nothing one extra Health Potion can't handle
@GMD While i'm not a fan of Phasewalker vs Scout , i do have a slight appreciation for Scout . Having been a support that usually find himself dying 1-2 times per game trying to ward, the extra cast range that you get on your trinket can, and has made the difference between life and death sometimes.
While the same case can be made for Phasewalker , i think phasewalker can be more easily remedied by just recalling earlier, or at a safer location
