I really don't think it was a problem, Infuse was the last ability people maxed for both mid lane and support Soraka. Besides, I think Soraka was a problem, she might actually be okay right now in mid lane. According to some pro's the reason she wasn't picked at all during all-stars is that people found a couple ways to counter her

Bleh that passive is the entire reason his kit is awkward and bad atm. being forced to build mana is rough as a tank.
