Alright, here's your completed order! I tried to make TF and Eve the focal point of the header so that they were the bright ones and everything behind them a bit darker. The text was a little harder to work with, since it didn't overlay the background very smoothly. I ended up just choosing a solid color with shadows to add some depth.

Since im sub'd to this forum page, ill just answer it for her :)
What you basically do is open up an image photoshop, create a new layer, select an area you want the lines to be in, fill it with white (usually) and set the layer type to overlay (or you can mess around with other things) then to get the 3D effect all you do is erase the lines wherever the champion body is, so it looks like the champion is standing out. :)

or just simply put the layer behind the champion render if it is a render you are using :)
^Basically what these two said ^_^ Although, instead of manually selecting the area, I just use the pencil tool (at about 1-2px) and hold shift while drawing to get the straight line effect.
Also, depending on the sig of course, I use different colors so that the highlights are different. For example, if I want the lines to be darker instead of lighter I use a black pencil instead of white (as seen in my Lunar Goddess Diana sig).
If some parts aren't as bright (white)/are too bright (black) than I'd like them to be, I just duplicate the layer and erase the parts that become too bright/too dark, respectively.
I don't know how to upload PSI files D: If you could tell me how, I'd be more than happy to give you them.

@Ckyze You did half the work for me by finding a picture with effects already on it xD I made it a little darker and made the focal point (Lee Sin) have a little more depth, but overall there's really not much that I added, haha. Is this okay?
