That is probably better than building him more AP oriented at the moment.

Definitely. Mana is the way to go. Your core is probably Rod of Ages/Archangels/Banshees/Frozen Heart. That's really almost non-negotiable, it makes you semi-tanky and gives your spells lots of damage and cooldown. Frozen Heart+Overload passive+9/0/21 masteries give you 39% CDR.
Of course, I actually prefer Sagasu's build now that goes 9/7/14 to get Strength of Spirit - it's still really strong, considering how obscenely high Ryze's mana gets to.
For the last item, I'd definitely say Abyssal Scepter, unless you got Merc Treads, in which case buy Void Staff. With Scepter, you're reaching over 140 magic resist.
Or if you don't need the magic penetration, get a Rylai's, since you can spam your spells so much.

Why so much AP builders still even after seeing the changes to his scaling with mana? :( Fragmacrunch stomped me pretty hard with the new Ryze Q.Q
I got lucky one game... but still, you just build new Ryze as a tank, he doesn't need any AP at all.

I realy like the new approach at caster champ based of mana not AP.
Build him
Tear/Boots/Catalyst/Catalyst/Sheen/Glacial
And than start upgreading those items:
Staff/Boots/RoA/RoA-or-Banshee/Lichbane/Frozen heart
It is realy fun to spam this Q in fights now :)

Double catalyst seems like a bad choice since it will delay your ROA's stacking up, otherwise it's pretty viable.

His AP doesn't scale too well anymore. Early game you will get more damage out of max mana stacking than you will stacking AP. However, this opens up some options with him. Things like RoA will make him a bit beefier, and do more damage. Most Ryzes I've seen have been doing something like that now.
However, against an AD team, you can follow RoA (Or just follow Catalyst) with Frozen heart. +500 mana + 99 armor, + 380 hp + 425 mana +50 AP right off the bat. Wtf beefy? He can also go for Banshee veil instead of Heart for MR if the enemy team has more magic damage. He can even build both for even more beef shield. (I've gone Catalyst Boots Glacial Shroud Catalyst Sorc shoes before and it worked well.)
Ryze became a hilariously tanky caster, and I love it.
No, I'm not saying this is the only way to build him, but it's so fun to do now. What do you guys think?
