Happened to me once and I just used the console to skip certain parts of the quest, but there has to be another way for it.
Some people say that it can be fixed (if you have mods) by cleaning your masterfiles by using TES5EDIT.

EDIT: Are you stormcloak or imperial?
Use console and press the door of Hjerim and type "unlock"
Go inside and head to the opposite end of the house where there is a stack of paper. Take only one of the flyers, this should start the quest with Follow up on the clues from Hjerim. Leave the house and re-enter, this will set the quest stage to Look for clues which puts the quest in a working state

The screens are saved in .bmp and when i try to open one windows say that i cannot visualize it.

Never had that, but I currently have a bug where I cannot pass the opening cutscene. My character goes into troll walk mode as soon as they ask you to step to the block. Only way to bypass it is to use Live another life mod and start outside the intro. Yes, I've tried enabling player controls. it doesn't work.
