Athene's unholy grail:
60 ability power = 1305g
25 magic resist = 500g
10 mana regen = 600g
20% cooldown reduction = 633g
Total Gold Value = 3038g
Statistical Efficiency
The base stats are 116.8% gold efficient, without the passive effects.
I think you will be about level 6 when you get this item which makes the passive (assuming average 50% mana):
10.4 base mana regen +10 mana regen = 20.4 mana regen
1% per % of 50%
20.4*0.5=10.2 bonus mana regen from passive
10.2 mana regen * 60 g/mana regen = 612g
total gold value (with passive) = 3650
3650/2600*100% = 140.4% efficient on azir - 3% less efficient than nashor's tooth.
Deathcap:
Statistical Value
120 ability power + 36 (from passive) = 3393g
Total Gold Value = 3393g
Passive Gold Value
30 ability power (for every 100 Ability Power) = 653g
Statistical Efficiency
Rabadon's Deathcap is 102.8% gold efficient by itself.
and 19.8% more efficient for every additional 100 ap
Since we are looking at first item, 'by itself' efficiency is what matters making death cap 40% less efficient than nashor's or athene's. Also, since it gets about 20% efficiency per 100 additional ap, you would need 200 extra ap for death cap to have as much efficiency as either of the above items.
Summary: nashor's is slightly more efficient than athene's and much more efficient than deathcap for a first item on azir.

kk so ya calculated something for nashor tooth. we could just calculate athene or deathcap and its probable gone be higher since the stats are all usefull.
as far as I can tell now nashor tooth is probable not gone be worth it since ya gone lack some early mana regen. what might be usefull is setting up a rune page with 5-15 cdr and buying a morelicon or athene's. Then just add some damage and defense items who don't have cdr as secundairy stat.
For the same money riot could chance it next week that the soldiers benefit from nashor tooth to help azir in the early game farming and maybe take the extra damage they would then do from the W skill.
The reason you build a Nashor's is because it works cohesively with your soldier's AA through 40% CDR Cap. Notice I say "cohesively" instead of "directly" which is important because as I've mentioned in plenty of other posts and as I break down in my own guide, there are 2 parts to Azir's AA as you will notice yourself if you pay very close attention, the obvious wind up and stab of the soldiers, but before that Azir the character points; this being important because that very point animation is what triggers the Soldier stab animation. So the AS will speed up Azir's point animation to activate the stab animation, and as you can see if you build a morello/athene and a morello/nashors there is a noticeable difference in attack speed as well as damage which is indisputable.
Also sacrificing runes is a poor choice since Azir can benefit greatly from a standard AP mid set of runes and eliminating armor/scaling health seals, scaling magic resist glyphs, or AP quints for CDR actually hampers his damage early(notice the difference between a ADC building AS items first over the ADC building AD items first; and eliminating life steal from the equation, the one rushing AS will be weaker than the one with AD.) which is something you don't want because you need to establish your damage as something to be reckoned with in order for it to do its task of zoning someone out of lane. If it is not well established, than you really are lacking in the core necessity of the kit to zone out enemies.
Finally in terms of mana regen, my first buy is either a Tear of the Goddess for my personal build that will be into a

leveling W only reduces the recharge cooldown of the soldiers, their damage scales with levels. (and 70% ap even at lvl 1). so the best way to max your skills would be R -> Q -> E -> W.

i also want to add this, to once and for all stop the arguments about Nashor's Tooth on Azir.

20% cooldown reduction = 633g (this also gives 25% attack speed from his passive so add another 750g)
Total Gold Value = 3438g (4188g on Azir)
Statistical Efficiency
The base stats are 117.74% gold efficient, without its passive.
(so on Azir Nashor's Tooth is 143,425% gold efficient)
the passive on-hit effect, will bring it a bit higher. Since there will be scenarios you end up attacking without your soldiers. (your soldiers "W" don't apply Nashor's Tooth on-hit effect. Nevertheless, it's a great item pick on Azir)
And yes (TheAlabrehon) the main ability sequence does say to start with the W however I will change the BB coding now, thanks for the feedback.
