I will never understand the hatred of Soraka - she brings more to the support role in terms of abilities than any other champion in the game personally
She can heal an ally and give them a strong temporary shield.
She has an AOE that when used correctly can reduce an Enemy Magic Resist into the negatives.
She is (or soon was) the only champion in LOL that could give her allies MANA to continue fighting.
She could also use the same ability to silence her enemy and leave them vulnerable to attacks.
And her Ultimate when used correctly could turn the tide of any and all team fights in your favour.
And with her upcoming build, she can slow and even stun her opponents
I am not going to say Soraka is the best support...but she deserves our Respects either way

It's just because other supports do so much more than her at the moment. There was a point where she was broken as hell and played top/mid as well, but if you take a look at Janna, Sona and Nami, they both do similar things to her, but BETTER. Add to this that you have other strong supports like Thresh and Leona which do so much more than her in a team at the moment, that's why Soraka is really unfavourable and requires a rework.
They can't buff her without her becoming overbearing and OP and she's already quite a subpar pick, so the only remaining option is to rework her.
