Actually I've been doing it for a while now and I wanted to make a post about it but someone beat me to it appearantly :p
First of all I must say that I'm S5 so its not flawless what I do or say so correct when I'm wrong but don't be an douche doing.
Second , I've been running smite/exhaust on thresh with the stalker blade and juggernaut enchancement.
The reason I started doing this is first of all , you can have your jungler save his smite for some other creature , you can use it to help secure dragon baron and shuttle crab , you can help your jungler take down the jungle camp on your side of the lane and with the stalkerblade you can slow enemy champions ...
There is nothing more fun to hook the adc and smite that ****er gets poked and if the support decides to save the day ... exhaust his *** for tons of damage all day long
In one hand , it makes your lane prone to more ganking since you can't flash away and in turn makes you a free target if you don't have your summoners up
On the other hand it will relieve the pressure on other lanes since the enemy jungler will most likely come more bot
It also very usefull in teamfights since you can halt snowballing and kiting really well , especially as thresh ( I have a feeling braum will be really good at this too )

I've played a couple games where my opposing top laner picks smite. It allows for OK dueling, and extraordinary neutral buff control.
I haven't made up my mind about 2 smites yet, but i don't think it's as bad as I had initially though... Although I'm still unsure about getting smite on a support though...

I hardly ever flash because when I go deep , I commit to that because if you fail you die , turning your back when your are deepwithin is also getting you killed and flashplays with thresh ? Not skilled enough for that.
Later on in the game because of the juggernaut item , ruby sightstone and frozen heart I'm way to tanky to be oneshotted and fully build with Iona boots , warmogg and spirit visage ? ... You just keep running inbetween them bro and cc the living hell out of them.
The only reason why I can get away with this is because I'm still silver ... Once I get to high gold early plat that wont be an option anymore and I would be more skilled enough to make flashplays with thresh
My build with the juggernaut would be juggernaut , frozen , warmogg , spirit visage , iona boots and frozen mallet and I would use ward trinket and my lantern to gain vision
