Hello!
Interesting build, but are you really not like with on in 1 rune list? What are you think about ? I see it often in hight elo games...
You said about for most matches...is it for top lane? How do you want to use on mid lane? Of course, you get mobility on map and opportunity for stable line phase, but with you can have more influence on the line/objects.
What are you think about ap mid with and on level 1?)
1 more question: is the guide in the process of writing?

I don't think that Sorcery is bad per say but pref the Biscuits for sustian and Cosmic Insight for the summoners cd.
Luden's isnt necessarily a bad purchase for Neeko but the Dash from proto or the utilty that everfrost brings is just a little more worth for me persoanlly.
I always prefer teleport over ignite, I feel that it's almost 1000 times more useful throughout the game and Neeko already has alot of kill pressure early.
D Blade with W level 1 can work okay, I sometimes do it into Kassadin's

Okay, but when I take the or and etc, I often feel that I'm missing a little damage to kill the opponent. has a good speed of movement with the and , that slightly compensates for the lack of , but you can kill important target more easily and remove healing.

At the end of the day it's all down to preference. I personally always take TP just because I think its value is alot greater then a bit of kill pressure. Other summoners are perfectly okay such as exsaust into very hard matchups same with barrier. Ignite provides alot of kill pressure in lane and does help with the healing but everyone buys some form of wounds this season anyways so its value goes down a bit later on into the game compared to TP.
