Overview
Sivir is a psuedo-hyper carry who thrives on pressuring her enemies in lane. She does this by baiting important cooldowns and taking good trades. Having a gold advantage is really important for her, which is why we build runes that give us the most value out of our gold.
She's really great at farming waves, but needs a couple of levels before doing so. You may need your support to help you push for level two against certain matchups, but other adcs face the same problem. Getting level two first is strong because you can level spell shield second, go aggro if applicable, and block their only ability.
With that said, you need your support to have bush control or you get zoned out. While she can sit back and farm with Q if she's in an unfavorable lane, being on the recieving end of an uninteractive lane is not fun.

HEXTECH DRAGON

Gain 6/12/18/24 ability haste and 6/12/18/24% bonus attack speed.
The stats from hextech drakes stack pretty well for Sivir. The ability haste compliments her caster kit very well. The only source of ability haste that she can obtain is from building essence reaver and navori quicksilver. The prolem with navori quicksilver is that it's only ever good to fill in your last item slot. The bonus attack speed makes up for the fact that she doesn't build much of it besides Bersker's and Mythic as zeal items are only really good for ADCS who can use them from a longer range away.Dealing damage to an enemy with basic attacks or ability damage causes them to be struck with electricity, dealing 25 − 50 (based on level) bonus true damage and slowing them by (35%) (+ 3% per 100 bonus AD) (+ 1% per 100 AP) (+ 0.5% per 100 bonus health) decaying over 2 seconds, while chaining the effect to up to 3 enemies near the primary target.
Hextech soul is, hands down, the best soul for her to take. The slow chain effect alllows her to slow down a group of enemies in order for her to land her richochets flawlessly. This is also in addition in slowing them down for her to activate her ultimate and allow your team to run the enemy team down. It also provides a sort of peeling aspect to her kit where she can now block a crucial attack from an enemy diver and punish with the slow, allowing her to reposition and have the enemy diver overextended with nothing gained.
INFERNAL DRAGON

Gain 4 / 8 / 12 / 16% attack damage and ability power.
Infernal drake stacks well for Sivir too, but is only better against squishies stats wise.Damaging basic attacks and abilities trigger an explosion around the target, dealing 80 (Damaging basic attacks and abilities trigger an explosion around the target, dealing 80 (+ 22.5% bonus AD) (+ 13.5% AP) (+ 2.75% bonus health) adaptive damage to the target and nearby enemies (3 second cooldown).
The problem with Infernal Soul is that it doesn't allow you to do much of anything beyond one target unless they're all standing on top of eachother. It's only good if you're already very ahead, but the game is already done at thet point. This is a soul that's better for assassins, which makes sense given the other stats it gives.
