Yes! It's a very good boot that I've been testing lately. You can recall quickly and gain a lot of time on that, in addition to roaming and avoiding being punished by the enemy support's mobility. However, I'm currently using Ionian Boots of Lucidity more because it combines well with the rune I'm using to reduce the cooldown of summoner spells, and Soraka with Summoner Specialist makes great use of this. The only problem with this boot is the low CDR it gives, but that will be resolved next season.
