Is this build also the best in URF? Old speed Jhin was unmatchable in old URF before Mythic items

What about Mercurial Scimitar? It doesn’t give AS but it gives so much MS and a cleanse on active.

Mercurial is good into AP heavy comps because of the 50MR (especially with wit's end)and the cleanse is good if you haven't taken summoner cleanse, but in terms of MS 50% bonus MS for 1.5s every minute and a half isn't as worth as something with 40% AS. It is definitely a good situational Item.

Can i replace mobility boots with rapidfire =?

Yeah Rapidfire for Mobility boots is a good trade, personally I wouldn't go mobility boots as to gain the MS from passive you need to be in combat but I suppose you don't really need more combat MS.
