First off, People aren't going to like this, because you have 19-11-0 masteries; that's just silly :I.
Second, The W proc doesn't have devastating dmg until your late game.
Third, Getting PD as your first item is the worst thing for a ad carry to do, you have no dmg at all and it could be a problem in team fights; it should be boots, 2 dorans, zerkers, Blood thirster, PD or IE, Last whisper, GA, and whatever else you feel like. You should really take a look at a comprehensive vayne guide and do your research. I give this a thumbs down.
Can't say I support the guide, but everything in this post is just simply wrong. 19/11/0 masteries are quite strong on AD carries and aggressive AD tops, especially a vulnerable ADC like Vayne (though you might want to get another point into Sunder ). Silver Bolts works quite well when maxed first as long as you can get 3 hits off on one target often enough. Rushing Phantom Dancer on Vayne and Kog'Maw has become fairly common in high level tournament play (as demonstrated in the recent IPL5) and isn't exactly breaking news. You shouldn't necessarily build that way every game, but it's certainly viable and effective.
Also you should never build BT into IE. That's awful.
