The reason i say she is a 3v3 champ is because thats where she excells the best in.
In 5v5 she is focused, and loses the majority of her power in comparison to other champions in 5v5.
While you may get fed, and you may have many great games with akali, there will always be a better pick over akali in 3v3.
An example of this would be irelia.
Another example would be choosing ashe over tristana for 5v5.
Your right about the AP part, it is deffinetly more powerful. BUT having played many 3v3 games i find Hybrid is much more effective. Reason being, in 5v5 if you had an akali that killed you a few times you wont worry about it as much as the full blown carry.
However in 3v3 when an akali constantly is on your ***, and in your face you build banshees veil and shes no longer a problem.
I want you to know that i build AD for the AD, not for the spell vamp. Although the spell vamp is a nice boost its not what i aim for.
Focusing someone down in 3v3 is more difficult thatn in 5s, in 3s you get less team fights, its more picking people off. In team fights you can bubble, since its such a small amount of people even in team fights you can slowly pick someone out or just run away, following you means death in a 3.
i PERSONALLY never get hextech, but i feel it is the better way to go, and i dont get it only out of preference.
