Tear is rubbish on singed 2 dorans rings is better than tear, double dark seal is better than tear, tear takes too long to stack and isn't worth it for the hp it delays His powerspikes for too long and doesn't offer anything in lane. A fully stacked arch angels only gives 250 hp and some ap.
If you don't believe just my comment go talk to the people on reddit r/singedmain.
Tear is piss compared to buying hextech glp or rylais first item.

The reddit people did the average maths a mana singed build has a 47% win rate, while a hextech glp or rylais rushed singed has a 59% win rate.
All tear offers in lane is mana and a tiny bit of hp, why handicap yourself like that when you can buy catalyst of aeons which would give more mana and hp overall than tear.
Say you only buy tear after getting 1 kill you throw your advantage away.
