After you make level 2, you should have W, and that means he probably won't hit you with any skills.If he maxes his E second, you can teleport over with your W and Q auto him.
Diana
She can hit you with every single one of her abilities,without ult.The trick is try to avoid getting hit by her Q, cause she will insta you if she has lvl 6, and at the last lvls of the laning phase, stay under tower and let her hit a Q onto you,then when she ults,you use your W and hide,cause the tower will shot her a lot of times and probably kill her.
Katarina
Her dagger pick-up range doesn't cover your whole W, so when she tries to use E onto you, let her, and then W to dodge the dagger AOE damage, and then Q hit onto her.If she has ult, your best option is to run as fast as you can out of her ult range, and when her ult ends, rush her with R Q hit E, and probably she will die, or you will get a good trade, either way, you got yourself in a better position than her.
Anivia
Before lvl 6, she can kill you easily, but after lvl 6, remember that your R speed isn't affected by her R, so you can potentially try to R to her, dodge her Q with your teleport on W, and you should have no problems at all.
Ahri
Same strategy as vs anivia, till lvl 6 low chances of killing her, after lvl 6 you have to R to her, W to dodge her charm,and then you shouldn't have any problem at all.(Anivia is a lower threat because she can't dash or blink or do something like that, and once u catch her, that should be a free kill, but Ahri has 3 dashes, it is going to be a bit harder to kill her even if she misses her charm).
Annie
Before level 6 you can look for trades, when she comes to use W or Q onto you, you can W at her and Q auto, then run back (do this only if she can't stun you with any of the abilities).You can dodge her W and R with your W, so when she has a stun and tries to apply it to you with her R or W, just W in the opposite direction of her.
Aurelion Sol
Try to avoid getting hit by his Q and R, and you should be fine.
Azir
You will potentially want to stay deff, and wait for him to waste his Q towards you, then it's your chance to counter him.
Brand
Try to dodge his W and Q, but remember, if you can't dodge his W, don't panic, but if he used E Q onto you,and hit his Q, you should run away,cause probably he will use W and destroy your hp.
Cassiopeia
If she tries to hit you with her E, W to her, and try to do Q hit onto her.
Ekko
Just W out of his W, and Q hit him.
Fizz
Remember that his R is a skillshot, so you can sidestep it or W on a side, and you can W his E, but it's harder.
Irelia
Same as Fizz, her R is a skillshot, you can dodge her R while it is coming to you.
Heimerdinger
You can W his W and E,and the empowered ones.If you are in your W, his towers can't see you.
Karma
With her W,she can see you in your W,so don't use it while the chain is onto you.
Her Q is a skillshot, so you can dodge it with your teleport from W.
Karthus
When he uses his Q,try to W to him,and Q hit him,that would be a good trade for you.
Kassadin
Don't go to trade Q's at low lvls,cause he will outdamage you cause he gets that magic shield.
Kayle
When she uses her E and comes to hit you, W to her and Q hit.
Kennen
He can hit you with every ability,your best chance to get him is when he misses his Q, but still take care,cause you can't go for every trade you want.
LeBlanc
She can anihilate you, so just wait until she misses her chain, and then try to go for a trade.
Lissandra
Try to make her dive you, and then go HAM on her.
Lux
Before level 6, try to stay deff and dodge her abilities, then go ham from lvl 6 ( R onto her, dodge her Q with your W and then just anihilate her).
Malzahar
Try to get his shield down by Q-ing him, and then take care of his ult, after that he should be dead.
Orianna
Until lvl 6 don't leave your tower,after that you can R to her and W to dodge every single one of her abilities.After that she should be dead.
Swain
Shouldn't be too much of a problem.
Deff till lvl 3 and you can all in him.
Syndra
Till lvl 3 don't leave the tower.After that wait for her to use her Q and W,and then that should be a free trade/kill.
Taliyah
You can start trading at lvl 3, but be carefull to dodge her W.
Talon
Let him get 3 stacks on you,and when he uses Q to get to you,W ASAP and wait for the stacks to go, once they are gone, go ham onto him.
Twisted Fate
His ult is really annoying for you.Make him waste it first, and then try to kill him.
Vel'Koz
Wait till lvl 2, then you can do whatever you want.
Viktor
When he uses his W, W out of it and Q hit him, then run.
Vladimir
Stay behind minions till lvl 2-3, then wait for him to use his E, and then you can Q hit him and get a good trade.
Xerath
Wait for lvl 2, then dodge his abilities, then kill him.
Yasuo
You can trade from lvl 2 with him.From lvl 6 you will have another chance to get a Q on him,cause if you R you go behind the target,and maybe he will windwall where you were,and so you will get a Q proc on him.That could be a good trade.
Zed
Trade whenever you can,but when he ults,use your W and try to dodge his Q and E,then he is a free kill.
Ziggs
Wait for lvl 2,dodge his abilities,then take a trade/kill him.
Zoe
Even if you have W,she might hit you with her E, and then max range Q you, so make sure she misses her E and then you are ready to kill.

Mid is a very important role in this game, mid laners tend to do a lot of damage and this also gives you a bigger chance at carrying. So far Akali is a very good champion for carrying and climbing in Elo.
Runes

I usually find this rune page the best for Akali.
- Cause she is an assassin/can pull this rune very fast - Because of her R and her teleport from W - For the extra AP - Because it works very good with gunblade and Akali's passive
-Precision isn't so good on Akali
Because it has a good set of runes for early game (Until lvl 6)
-For the extra poke - For the extra burn

I personally recommand you to run this item build,because it kinda suits Akali's assasin style:
1.Starting Items
Potions because you can't sustain only by the first hit of the passive.
Dark Seal because it gives you 15 AP and 25% bonus heal from potions.
First back -->
Because Akali hits a massive powerspike when getting that item (cause of the Q proc)
Before min 15 -->
Because it gives you more bonus healing from the abilities (and combined with Q proc is a lot of free hp)
Between 10-15 -->
Because you get MP from them,which is really important.
Before min 25 -->
Scales really well with the Q proc.
