Alistar has lots of combos, and pulling them off will win the game, but failing will throw(happens to me all the time)! very small change between the 2(level 8). Both are good, and depending on the situation, you will take one or the other. To pull off more q-w combos, go w... for more cc, go e

passive:Triumphant Roar

This is a great passive to have in the game! It is very similar to his old e(not gonna get into that rn), and is of much help to the team! You get a mini heal every 7 enemies(including minions) you displace or kill! The heal has saved my team multiple times.
