What do you think about PBE changes to , will it prevent her from being good jungler or will actually boost her up?

Unless there has been any new changes, those changes has all been reverted since May 22. I never tested out the changes, but, if they did change her, I would think it would hurt both her ability to farm and gank.
While the movement speed is nice, without some additional attack speed, you would not be able to proc her passive to use it, and the reduce damage on her passive makes it not worth the risk. As for the cooldown reduction on her E, it would allow her to make consecutive ganks quicker in the early game, but, due to the other changes, this change does not help her that much.
Overall, the changes would be a nerf to Diana, both in the jungle and the middle lane. Will it prevent her from being a good jungler? If current Diana is considered a good jungler, then these changes would probably make her a bad jungler.

Yeah, they were reverted, but i think that they will come back on PBE soon.

Riot got a huge backlash from the community for the recent Diana changes as they literally made the champion unplayable. So no, they could tinker with the champion in other ways, but those specific changes aren't coming back.
