Pretty much what I would do. I like 2 d-rings after boot + 3 pot then into the actual build, but it's all preference. Good work.

change it for good hands ... helps more then haste.

please clarify your comment. Do you mean you should NOT take both Rylais and RoA? If that is the case, I put them both in their because Annie is almost always focused first and hard late game. This build is not for quick 30 minute games but for longer more even matchups to ensure your teams victory. They both have very different, very essential uses. I buy RoA early game because Annie benefits from it greatly. Catalyst makes you more of a sustained danger and less of a two pump chump. it is great for baiting people and keeps you from having to go back to base for mana/health. Therefore you level faster and get more farms. Rylais is great for your late game because when a team fight is over, there is usually one or two champs running away that are difficult to catch and you can't rely on your stun always being up AFTER a team fight has started. It makes you into a champ who can chase without being tied down as a stunning champ since your stun takes four spells to proc. It makes you a more useful teammate.

I have barely played Annie at all, but from my experience with casters you usualy should take both Rylais and RoA in the same build because you waste to much gold on HP. Please tell me if i'm wrong :P
