Introduction
This build is based around Lulu's synergy with the new mastery tree which in my opinion benefits greatly with attack speed and (to some extent on-hit effects).
I havn't done extensive research on what masteries and/or runes are currently the best in the present meta but I have taken everything to synergize with Lulu's kit as well as possible.
The masteries I choose are 21/9/0.
With the new mastery system introduced in 4.0 I have found that (mainly) AP champions that rely on basic attacks for their damage output benefit greatly from on-hit offensive masteries (Expose Weakness, Spell Weaving and Blade Weaving).
The defensive masteries are mainly standard with the exception of exchanging Juggernaut with Oppression, since you will constantly have your target slowed with the kit that Lulu provides.

With the AP-scaling with Nashor's Tooth and Lich Bane, AP/AS Lulu will become a monster basic-attacker due to her passive ability. Therefore, my item route revolves mainly around auto-attacking.
When you start out, buying Spellthief's edge can be an effective tool against melee champions. This is true due to you having more oportunity to gain the extra gold-effect (tribute) now and then, but also for the effect on the third tier item (Frost Queen's Claim).
On the other hand, if you're facing a ranged, AP-heavy opponent starting with two Faerie charms, building into chalice, can be quite helpful, (this also leaves some gold for an extra ward early on, which can be lifesaving if you know the opposing team will be ganking alot). If you choose to go this route, I recommend rushing chalice, for the mana regen and finish your Nashor's tooth before your Athene's Unholy Grail.
The item route and choices can vary from time to time, depending on what your team needs, your preferances and of course your opponents build and champions.

As for marks I prefer the Hybrid Penetration, due to their awesome power and synergy with Lulu's basic attacking. The Hybrid Penetration is one of the key ingredients in utilizing Lulu's full power. I am aware that these runes are quite expensive, but trust me, it's worth it!
For seals I usually pick flat armor, since the value is so great. facing an AD champion these is of course a must. Facing an AP champion consider Health or Scaling Health seals, unless you are facing an auto-attack heavy opponent against whom you would benefit from the armor seals.
The glyphs I choose are quite basic. Flat MR against AP-champions and Scalng MR against AD champions.
Using bloth Flat Armor and MR can be used against early-game AP-hybrid attackers such as Kayle and Teemo (if there are any, please remind me of more candidates for this strategy >_<). This is also a good rune-route if you are facing Lulu in mid.
The quints are self-explanatory, Flat Ability Power quintessences give Lulu some much needed early and mid-game power. Additionally, with the 4.0 updates Lulu's utility scales better with AP now, therefore her teamfighting depends greatly on it.
