I'll hold my vote for now till I see some change.

First off, there is already an ability power guide to Blitzcrank. While I don't mind multiple guides with the same build, be sure to make it's unique. This doesn't look very unique.

Secondly, do some layout work. You can use brackets, (I'm trying to find the forum post about it, but they're the brackets underneath your - and = key) like those with an item, champion, ability or summoner spell to make an "url" like link, like Blitzcrank, giving a summary of what the thing in question does and how it levels. It also generally looks a lot neater.

Third, your guide is more of a "Why you should pick this build" instead of an actual guide. If you really want to convince people who to pick this build, bring facts, numbers, maybe even a graph and comparison to other casters. But if you want people to get better, tell them WHAT to do with these items and how it's so different from a normal build. (assuming AD is normal).
