Disclaimer
For runes you can have many different combinations. I sugest having magic pen marks and ap per level for everything else, this allows you to scale well and have the added pen until you get a viod staff (usually late game).
Other runes that are usful on fizz are:
Movement Speed - these will help make you one of the most mobile champs in the game.
Flat AP - these are good if you find yourself very strong at lv 3 - 9
You shouldn't need to get any defencive runes (armour,mr) your passive makes up for the armour loss and you should be able to dodge abilities. (also your passive only makes up for the armour that you don't have, your not tanky at all)

You want to deal damage so the first thing to do is max ap in the offence tree. Exicutioner is on of the best masteries for Fizz, Seastone Trident will take add 8% of the damage a person is missing and with exicutioner this overall damage (especally against tanks) is rediculous. I suggest that you should always take the monster buff, this helps your late game with all buffs being very strong on Fizz.
Your items are based around the idea of using your Lich banes ability to its full effect while still having cooldown reduction and magic pen.
Start with a meki pendant and 2 health pots, even though you wont use much mana at level 1 as soon as you reach level 3 and above you should be using your abilities to haras as much as possible.
On your first trip back get your socerer's boots, these (with masteries) will make most enemys have no magic resist.
Next get sheen this will start of your burst damage. Your Urchin strike should now be dealing a decent amount of damage from on hit effects and sheen.
Turn the pendant into Nashors tooth and then sheen into lich bane, this will take a while but these two items have a great effect on Fizz's Burst strength.
To finish up you could pick and choose any of the remaning items:
Rabadons Deathcap - If then enemy is already easy to kill make it easier
Rylia's - if the enemy seems to be getting away to often
Void Staff - if the enemy is starting to get magic resist
For any defencive items you may need get an hourglass, guardian angel or an abyssal scepter. the guardain angel and hourglass' abilities can be used to a get away, when the abilities are activated (or on death) the enemy team will usually try to surround you. Use your Q on one of the champions the double tap your E to get as far away as possible.
