There is one type of champ that is an extremely hard counter to AP Rakan mid, and that is burst mages, although they can mostly be countered by taking cleanse or building banshee's veil early. They counter him because, he relies on going in at close range to burst squishy targets. but if he doesn't kill the target, he has no escape. This makes it easy for a burst mage to cc you before you can escape (or right when you go in) and easily kill you. I put anivia here because cleanse or banshee's veil will usually get rid of cc, but her wall can't be cleansed, and if you used your w to go in, you can get trapped by her wall and killed, since you do no damage after you burst.
