Have you even read this guide? As i wrote, last item is optional and should be adequate to situation.
When you're buying last item, some champions will have a huge damage output, just like Jax, but you can be easily disabled by the blind/stun etc. If you need more dmg (which anyway with first 5 items shouldn't be necessary) you can buy e.g. Black Cleaver, but believe me, that surivability will be more important.
Many times banshee saved my *** from Ashe's arrow or Amumu's ulti. Additional hp/mana/magic resists is also useful.
But as i said, it's all about the champions in enemy team and their builds. Build is more like advice/guide, not a something what you cannot change during the game.
It's just an option for the last slot. Guardian Angel have a nice amount of armor/magic resist and sometimes can save your ***. As i wrote in the guide - last slot depends on situation.

Don't forget about +55% attack speed. 100 dmg every 4 sec is a bonus from the last part of this item, which cost 700g. 25 dmg per attack for 700g - i think it's a good deal early/mid game. If you have already full item slots and remaining money, you can just replace it with an other item.

100 dmg every 4 attacks is 25 damage per attack. That's with 0 magic resist. You'd be far better just stacking a bit more damage.
And yes Dunger, last item depends on the situation. :)
