This build looks pretty good (without testing it I can't be sure, but this is just some stuff I'm noting from looking over it).
Personally I max Vorpal Blade asap with Shen but I suppose that's personal preference (the added points on Shadow Dash make for good early taunt kills)
The one thing I particularly don't like is the amount of health potions. In all my playing with Shen I've only ever boughten 1 potion for him from the get-go and that almost always lasts me to getting Merc Treads (my first item). Using the upgraded Vorpal Blade + Ki Strike on minions is a good way to heal yourself while laning, so that many potions just seems unnecessary to me. Other than that the build seems solid and I might try it out next time I play shen :)
Well as you said it really does come down to personal preference. I like to play shen very aggressively seeing he is a great champ and can resist a lot of damage even during early game. I sometimes do max out vorpal blade first and that usually means i don't need many health pots, but i like my current style of play. On average, I usually get a kill by level 4, however i still lose quite a bit of health so i need a lot of pots. However the way you seem to play suggests you focus on farming rather than harassing enemies which is actually quite effective and i do that sometimes as well.
