as Bard and with this Unique Rune you can kill anyone in seconds or make them 10-25% Hp
just try to farm your passive as much as you can and you can BURST like BEAST !!!
and with this tanky build you wont die so fast so u have time to kill anyone you want
try other options depends on your enemy champion
i would suggest hextech for adc like Ezreal to catch him easily
also change secondary rune by enemy, yellow one for more CC reduce, Green one for reduce burst enemy early game
