Would this build be viable in low elo?
Also, how in the world am I supposed to counter this champion? I've literally tried anything under the Sun and I still can't find a consistent counter-pick.

Regarding counter picks, Yorick/Illaoi/Jax/Darius are solid laners against Kayle, and they will pretty much always kill her at least once before level 6. Nasus is also a good counter because Kayle cannot stop him from farming his Q, so he will out scale her easily.
