Introduction
Of course, we are building an AP Brand, and so AP runes are the most needed.
The Quintessences of Potency mean you probably have an AP advantage over your enemy from the start, and you should be able to deal good damage from the start, especially thanks to Brand's W skill which is AoE; often I hit the enemy multiple times with that before they hit me.
The Marks of Insight further add to your damage as they negate some of the enemies magic resist, which is always great as an AP caster.
Glyphs of Force enable you to have a little bit more AP at the start and as your level increases they have more impact, meaning you become an even more destructive force later in game.

Of course items are very situational, but the item build I have up is my common Brand build which works well no matter what (unless one is being owned, where you might want to go for more defensive items).
As a solo-er boots and pots are the way to go. If you're not soloing, then go for Doran's Ring. If you've had to recall early and have enough money for it, you could get Doran's Ring to even out the playing field if your enemy is doing well.
Shoes are of course situational, though Sorcerers shoes are the common way to go for Brand; I'm looking for damage! Ionian boots are also another possiblity; Brand's combo is deadly and you may want the cooldown to make you even more deadly, especially considering thanks to the Rod that you won't have to worry about mana unless you're in the field for a loong time.
Rod of ages is my first legendary item; it helps you with AP, Mana, and Health, as well as the Catalyst helping you sustain as you level early game. You may want to start building this before you buy sorcerers shoes, depending how much gold you have when you recall; I often go for Catalyst if I have enough on my first recall. The Rod also becomes more powerful with time, therefore making you a force to be reckoned with quite quickly.
Rylai's helps your health a lot, and also gives a nice AP boost. Furthermore the slow from spells helps you to damage your enemy more, increasing the chance that you kill them.
Rabadon's is next, with its amazing AP giving. This will greatly increase the damage from your skills and, if they aren't afraid of you already, the enemy will be very afraid of being hit by your combo.
Void Staff is great, again for the AP and also for the magic penetration, enabling you to do a lot more damage to the enemy.
Abyssal Sceptre is also another great item; AP, magic resistance (much needed if you're fighting an AP team, you may want to get this item earlier), and also reducing the enemy's magic resistance allowing you to do even more damage.

Oh how I love Brand's skills.
W skill goes first, for the harassing power and also the mass minion killing/damage it does.
Then get Q, don't spam it on minions at the start; it is for stunning the enemy when your passive is on the enemy, enabling you to completely rape them.
E comes next, which is great for minion farming (W+E = all magic minions gone, at around level 6+)
Then Brand's ultimate, R, oh how good it is. It can harass the enemy if you don't think you'll be needing it soon (as with Rod of Ages you don't have to worry about running out of mana). Furthermore in team fights it can seriously change the course of battle as it will travel from enemy to enemy multiple times. The best situation, I find, is being against multiple enemies with no other enemies, minions or monsters, around; if they are close to each other your ultimate will travel between both a few times, and deal loooads of damage.
The way you combo is: E, Q, W. E will damage and put your passive on the enemy, allowing your Q (skill shot btw) to stun, then you do your AoE right on them as they're stunned. This will deal loads of damage thanks to AP items, and is the main way to kill enemy champions.
