1. Laning Phase
Level 1:
Laning phase is going to be your emphasis! Starting W is essential and you should look to stack your W's passive on the minions, slowly pushing the wave while looking for poke on the enemy laners with your empowered auto. Getting the push first is important so you can get level 2 first.

Level 2:
You will generally be taking e level 2 so you can get an empowered root and look for a level 2 kill. When engaging level 2 you should try to position yourself between the enemy minions and enemy champions so that it's easy to empower your root. If you land it, attack with your empowered auto and ignite to proc electrocute and you should see results.
From a brush without a ward: Right before you exit the brush press W so you get .5 seconds of invisibility from the brush, allowing you to be much closer to the minion wave/enemy champions than they'd expect before they see you to land a surprise empowered root

Level 3:
If you haven't killed your opponent(s) yet then here is another good time to do so. Always be looking for an opportunity to poke with q and w passive autos then all in by getting an empowered root -> pressing all your damage keys.

Level 4:
If you haven't recalled or killed them yet, you get another 85 damage if you hit a fully bloomed Q which can be done by getting an empowered root.

By the time you have to recall you should either have killed your opponents, taken tower plating, denied cs, and/or won a 2v3 against the enemy jungler.
2. Roaming & Inherent Glamour
Buying mobility boots helps you roam or gets you speed for your W to scout ahead. When entering dangerous territory you can send your W ahead of you to see if there are any enemies waiting for you to walk in. Roams are no different than other champions, so as a followup I'm going to try to make a video guide on roam timers, wave management, and all related content!

Inherent Glamour:
Your passive that most people have trouble using effectively.
This ability isn't very complicated to use, simply click on the champion and you'll disguise into them with their current resource pools (health/mana). If you disguise as a dead ally you will still be them, but at really low hp. I often disguise as dead allies as bait.
Disguising as your jungler or laners and showing up at places where the enemy has vision can pull pressure or cause some people to react to what they think is your ally's position.
I have seen people talking about showing as 2 people by using Neeko's passive with her w, but I think 99% of situations wont require that much APM.
Tricking people with this ability is all about foresight and how you expect them to react to the disguise and what you're doing.
Even while moving at mach 10 with mobility boots celerity and relentless hunter I still bait people to over extend on whatever I'm disguised at.
This is because they might know you're Neeko, but they dont know your hp and they think they might be able to kill you even if you're Neeko.
3. Mid Game
Look for ways to extend the lead you should have acquired in the early game. If you purchase hextech amplifier then make another play in lane to push that lead. If you purchase mobility boots look to extend your lead by either using that speed to push a play in your own lane or make plays with your other laners. You will rarely be using your passive to bait in kills, but if an opportunity arises do your best to look like an idiot with low hp... they can't resist.

Hextech Rocketbelt Build:
W -> R (channel start) -> E -> Flash -> Rocketbelt (Right before you jump up) -> R(Jump up)-> Q -> Zhonyas
OR
W -> R (channel start) -> Flash -> Rocketbelt (Right before you jump up) -> R(Jump up)-> E -> Q -> Zhonyas
Shurelyas Build:
Shurelyas Active -> W -> R (channel start) -> E -> Flash -> R(Jump up)-> Q -> Zhonyas
OR
Shurelyas Active -> W -> R (channel start) -> Flash -> R(Jump up)-> E -> Q -> Zhonyas
4. Late Game
Vision: If possible you want to clear a quadrant of vision, usually on the side where the most important objective is spawning. For example: If Baron Nashor is spawning and you are blue side (bottom left), you are going to want to place vision at the jungle entrances in the enemies red side jungle. These wards would most likely be one in the brush at raptors, one in the brush at red, and one near the tower at tri to scout if the enemy jungler is trying to steal. While setting up vision you're going to want to pop your red trinket to clear vision so they have to be wary while walking into that side of the jungle, giving you and your team time to either bait a fight or finish the objective.

Teamfighting:
Make sure you've cleared an area of vision, then look for a flank or initiate a fight with everything you have in your arsenal! A good engage will make or break a teamfight and that teamfight in the lategame will usually determine who wins the game.
