I'm sorry but its the saddest, most depressing guide ever... You can sum it up with one sentence: "Eve sucks, if you play her you are an idiot".
Yes, Evelynn is hard to play and bit weak, but hardly as bad as you describe her, and she can show her true power i.e. in Dominion. With the nerf to jungling she is pretty great jungler as well so I really can't understand your attitude. You don't like Eve? Don't play her.

Hati: my reason for going 0 21 9 has a lot to do with the move speed bonus. While Eve's AP ratios are pretty good (0.28 for the spammable one, and 100% for E), I like to play with faster move speed so that I can move between lanes and through the enemy jungle faster. My reason for taking smite and building wriggles is also for counter jungling. If the enemy jungle is across the map ganking, it becomes trivial to steal buffs and larger creeps in between lane ganks. The benefit of having the wriggles is allowing you to kill buff creeps fast, and counter jungling without losing much health. This way you can continuously gank. Taking smite is important for me, since I am almost never in lane to CS. Since I play with another jungler on the team, I'd rather feed them the exp and gold if a lane requires holding.

Again, my playstyle on eve is disruption, disruption, disruption. The faster you can run, the more the enemy have to keep on their toes. I think her main contribution to a gank, unless she's super fed, is her slow+resistance shredding out of nowhere. By taking the tank masteries, I can also make up for a certain lack of hp, as well as getting an extra 10% tenacity. I don't believe Eve can straight up AP carry as well, because she will have a lot of trouble farming in lane if the enemy is even remotely interested in harassing you. I know my items look very AP heavy, but most games I won't get past the deathcap before the other team surrenders (of course if the game isn't going well because your lane ganks have not been super effective, then deathcap will probably still be the last item you finish=P)

so...in my opinion there are some problems with the build:

runes: you're giving with these runes armor, magic resist [they're good] and attack and movement speed, bad. with an AP build we need magic penetration and some early ability power, in order to deal with eve's poor damage in early game

masteries: no offensive masteries?? eve isn't a tanky champ, she's most likely a glass cannon, so i think the only way to play her is like that. no early bonus ap is the worst think to do in ap build

summoner's spell: i don't think smite's good for her. eve is a super-weak jungler [actually she can't jungle at all] and this way we can't use flash or ghost as another chase/escape mechanism. i usually pick ignite/flash: fixes our damage early and gives us a better chase/escape

items: wriggle's is not the best choiche for an ap champ. i would like to start with mejai's if you manage to have only a few deaths, or morello's evil tome. then i'll take sheen, lich bane and rabadon. in this way we can have more nuking power in middle game, maxing it in late.
