+rep is a display of your reputation.

The more active and helpful you are, the more rep is earned.

At 100 Rep, you earn the editor rank where you can change the database
At 150 Rep you become a scout, where you earn the ability to +scout a guide which will make it featured
At 200 Rep you have a chance to become a veteran, but is never a certainty

I'm sure there is a 'What is rep' thread out there somewhere, I'll dig it up and you can have a thorough read!

Thresh not mentioned as "good support" for jinx,if played right they can simply dominate the lane with all pokes and cc they got together.

And the EX FINAL BUILD isn't in build order, it is just a example of what final build should look like.Thats my Build Order

And I take E level 3 normally since, I enjoy playing really aggressive ( poke, harass, and zone). So a I would likely take her "only" escape ability ASAP.

chapter order is messed up

You're skilling order seems weird, I don't think Jinx has so huge mana problems that you would need mana rgn glyphs. I'd propably take chompers level 4, but that's just me.

Also you're items: "first buy BT + Statikk shiv + boots", but in example build order:
Rush boots --> IE --> LW --> BT --> Statikk shiv O.o
