One of the most basic things I ever learned about tanks is that they need to be dangerous. Because if all you bring to a battle is lots of health and minor damage, people will simply ignore you. Some tanks (Alistar, Taric) have CC and support effects to punish you for ignoring them, but Mundo is a tank that needs damage to be noticable. So the Mpen mastery is really worth it IMO.

The tenacity mastery, Cleanse and skills that give CC reduction (like Mundo's W) do stack, but they dim,inish effects. For example, if you have your Mercury's Threads, you get 35% CC reduction from the boots alone. Toggle Heart Zapper, and 35% of the remaining 65% is substracted, giving you 55% CC reduction total.

Does W's tenacity really stack with boots tenacity? Or is it unique just like with items?

I've seen it said on other Mundo builds and I'd have to agree, by getting a guardian angel no one will focus you and what is the point of tanking if no one focuses you? Also the mastery tree would probably be better off as a 9-21-0. You really aren't gaining that much from advanced recall, mercenary, siege commander, or evasion really. I think getting the 10% more magic pen or armour pen would be much more useful.
