K, hows it look man? Besides some unfinished stuff ill get later, what i have yet to add that i want is adding a little more explination in the item section and more in the gameplay section. But otherwise, i need your opinion on it what else i need. And anyone else out there :) I need all the help i can get.

Well, regarding the lines, if I were you I would use one white separator for every big yellow header/title you have in your guide at the most. That should be more than enough.
For the parts you wish to separate in-between these yellow headers/titles you could just list every single letter and separate them with list items.
For example :

You can easily keep this up untill you finished that part and continue to the next header.
So in short, only use one at max, and make sure you don't use two within one part.
If this is not clear, please inform me so that I can clarify things.

And the Summoner wrath, yes you are right about that, you kept it as wide as possible so that everyone can use it. But that is not a good idea when you want to write a guide at his very very best.
You should add more information to your mastery section. For example :

Take these masteries if you go Heal and Flash
<masteries>

And these masteries when you take heal and ignite (but who would go heal and ignite 0_o)
<more masteries>
