You can use the scaling MR runes or just the normal ones. I prefer the scaling runes because they outscale the normal ones at lvl 9.

Pro's:
+ MASSIVE damage, 1 shot people easy.
+ Pretty nice laning phase
+ You can help your team by roaming.
+ Fizz ganks are pretty strong

Con's:
- No poke in teamfight
- Relies on all in
- Squishy if you have no defense items
- You really need a zhonyas if you want to carry your team, to be sure not to die

Ryze: Ryze is probably the hardest lane for Fizz. If you go in to poke him, he will snare you and he gets free damage. There is almost no chance of winning this lane. You could kill him if your jungler ganks and you go all in. Try to play safe or maybe switch lane with someone.

Diana: Her engage is very strong and she can stop they engage or disengage of fizz with her E. Play safe. You can win this lane if Diana isn't very good.

Kayle: She can ult if your shark is about to hit her. She outdamages you in lane and she can easy stop you from farming. One of the hardest lanes for Fizz.

Karthus: You can dodge his ult and in lane you just outdamage him. But stay aware of dodging his Q.

Twisted Fate: Twisted Fate has almost 0 kill potential against you, because of your E. You can use your E against Twisted Fate to dodge his gold card and then engage on him.

Anivia: Anivia is not very mobile and you can engage after she used her wall and stun. This lane should be very easy for you.
