The Spellblade passives of Lichbane and Runeglaive are unique and don't stack. If you have Runeglaive, it's a waste to get Lichbane as well and DEFINITELY should not be considered a core item when Runeglaive is considered a core as well.
Imo you should consider including DFG as a main item in this build, as you can "spam" it every gank and go jungling while its on CD. And it also increase the damage on your allies magic damage, which is huge, especially while ganking midlane if you got an ap laner.
Recently I've been liking the Magus enchant into dfg, and delaying the lichbane till later, cus then you have 35% cdr, allowing you to ult virtually every gank. This is great if your lanes dont provide much cc on their own.
I'll have a fiddle around with the guide when im done testing :P
Even if he has some cc, it can really helps while ganking with exotic junglers (I usually take it with Diana & Reksai).
It also synergize well with hybrid penetration & burst assassins as it remove some resistances.
It also improve your dueling potential, as most of experienced junglers will try to counter exotic junglers (especially with some lee sin / udyr).

Flare would be rubbish on him. He wouldn't be able to have mana to sustain in the jungle without blue.
Fizz actually has a surprisingly low mana usage in the jungle, because the extent of your clear, if you need to be conservative, is press w for next to no mana, auto, auto, auto...
